Bulletin Builder User Guide

This guide explains how to use Bulletin Builder from the user interface. It is intended for content editors, template designers, administrators, bulletin authors, and reviewers.

The documentation follows the same working sequence used to prepare and publish content:

  1. Visual Resources — upload and manage reusable images and icons.
  2. Cards — create reusable content blocks that can later be inserted into bulletins.
  3. Templates — define the structure, fields, visual rules, sections, headers, and footers used by bulletins.
  4. Administration — manage Roles first, then Groups.
  5. Bulletins — create content from a template, complete its fields, submit it for review, and export it.
  6. Reviews — comment on submitted bulletins and make the final review decision.

Reusable behavior is documented once in General. For example, every reference to style_config links back to the full Style configuration explanation instead of repeating the same information in every module.

Before you start

What you see in the navigation depends on your permissions. A user can only access a module when the assigned role grants the required permission. Administrative features can be even more restrictive.
